HCMUD 383 – Tax Rate Reduction

As residents have begun to receive their annual home appraisal numbers from the Harris County Appraisal District (HCAD), they may have noticed a larger-than-expected value increase on their homes. While in 2021 the average home in Harris County rose 8-10% in value, this year the increase averaged more than 20%.

Facing potential ad valorem (“according to value”, or property tax) increases for the year, Harris County Municipal Utility District No. 383 (HCMUD 383) residents should note that the District has historically maintained or lowered the tax rate each year since 2008, as noted by the information on the Tax Information page: https://www.hcmud383.com/tax-information. The HCMUD 383 Board of Directors annually evaluates the fiscal health of the District with input from their consultants, and determines the tax rate to be assessed on properties within their boundaries.

The District voted in October, 2021 to assess the 2021 taxes at a total combined rate of $0.655/$100 valuation of property, down from $0.700/$100 in 2020. This total combined rate is comprised of the debt service rate of $0.450/$100, which is used to manage District outstanding bond debt, and the Operations and Maintenance (O&M) rate of $0.205/$100, which is used to supplement water and sewer rates to maintain the infrastructure and general operations of the District.
